I originally found a similar tutorial on the talented blog of Helen Croft. She is the flower making queen.
Here's what you need:
-2 different circle sizes, scalloped
-foam tape
-pins dipped in paint

1. Fold each scalloped circle and adhere at the bottom.

2. Glue the smaller folded circle into the larger one.

3. Stick 2 or 3 pins into the foam tape.

4. Stick that foam tape inside and your done! Pretty cute, hugh?
